Vote by Mail

Any active registered New Jersey voter may apply to vote by mail. You do not need a special reason to request a mail-in ballot.

When using the online lookup, enter your name as it appears on your voter registration record. Differences in hyphenated names, spaces, middle initials, or nicknames may prevent a match.

You may request a Vote by Mail ballot for a single election or select the option to receive mail-in ballots for all future elections.

If you select a single election, you will generally need to submit another application for a later election. If you select all future elections, you will generally receive ballots automatically while that preference remains active.

Do not submit multiple applications for the same election unless instructed to do so by the County Clerk’s Office.

You can apply online through the New Jersey Voter Portal, download a paper application using the links near the top of this page, or obtain a paper application from the County Clerk’s Office or your Municipal Clerk’s Office.

Paper applications generally require the voter’s original signature and cannot be submitted by fax or email. Separate procedures apply to eligible military and overseas voters.

Yes. Another person may assist you in completing your Vote by Mail application.

The person providing assistance must complete the assistance section of the application, including the required identifying information and signature. You must also sign and date your application.

On the County Clerk’s existing paper application, this is identified as Section 10.

A Vote by Mail application must be made and signed by the voter requesting the ballot. You cannot simply submit an application in another person’s name without the voter’s authorization and required signature.

New Jersey also has a separate authorized messenger process that allows an eligible person designated by the voter to obtain a ballot on the voter’s behalf, subject to specific requirements.

Contact the County Clerk’s Office for instructions if you need to arrange for an authorized messenger.

If you requested a Vote by Mail ballot and have not received it, contact the Atlantic County Clerk’s Office to confirm your mailing information and discuss replacement options.

If you have not already returned your ballot, you may request a replacement Vote by Mail ballot.

Complete the Affidavit to Request Duplicate Ballot, available in the Forms & Requests section above, and return it to the County Clerk’s Office in person or by mail.

Yes. If you would like your ballot mailed to an address other than your registered voting address, enter that address in the alternate ballot mailing address section of your Vote by Mail application.

Providing a different ballot mailing address does not automatically change your voter registration address.

You can update your signature by completing a new voter registration application and selecting “Signature Update” in Section 1.

Submit the completed form to the Atlantic County Superintendent of Elections, which maintains voter registration records.

Yes. A person who transports another voter’s completed ballot is called a bearer.

A bearer may generally transport ballots for no more than three voters in an election. An exception permits up to five ballots total when the additional voters are immediate family members residing in the same household as the bearer.

The bearer must complete and sign the bearer portion of the outer return envelope in the voter’s presence when taking custody of the ballot.

A bearer delivering a ballot directly to the Board of Elections must also present identification and sign the required record. A candidate in the election cannot serve as a bearer.

If you were issued a Vote by Mail ballot for an election, you cannot vote on a voting machine at your polling place for that same election while your mail-in ballot status remains active.

If you have not returned your mail-in ballot, you may vote using a provisional paper ballot at your polling place.

Do not bring your completed mail-in ballot to your polling location for return. Instead, use an authorized ballot drop box, the mail, or the County Board of Elections.

If you previously requested Vote by Mail ballots for all future elections, you may request to discontinue automatic mail-in ballots.

Complete the Vote by Mail Opt-Out Form in the Forms & Requests section above and submit it to the County Clerk’s Office in person or by mail.

Atlantic County’s existing instructions specify submitting the request at least 60 days before an election for the change to take effect for that election. Contact the County Clerk’s Office to confirm your status and applicable deadlines.

Yes. New Jersey generally uses the term Vote by Mail for what was previously called absentee voting.

Any eligible registered voter may request a Vote by Mail ballot without providing a reason.
